Scenario testing and war-gaming simulate future crises or risk events to test response systems, identify gaps, and build strategic foresight. These exercises range from tabletop simulations to full-scale drills and often involve multiple sectors or jurisdictions. Their strength lies in revealing latent vulnerabilities; their limitation is cost and realism.

RSI designs and facilitates scenario-based exercises that test governance, communications, and technical systems under pressure. Its method integrates structured debriefs and performance assessment. RSI uses the insights gained to refine preparedness, improve coordination, and support evidence-based adaptation of risk management plans.
