In support of ongoing efforts to modernize Canada's food inspection system, a request was issued for scientific and analytical expertise to enhance two critical risk-based decision tools: the Establishment-based Risk Assessment (ERA) and Importer Risk Assessment (IRA) models. These models are used to allocate inspection resources across food establishments, importers, hatcheries, feed mills, and renderers in a structured and scientifically defensible manner.

The Alliance of Blood Operators (ABO) needed a coherent risk management framework to guide decision-making on the delivery of blood services by its member organizations, which would help produce consistent decision-making processes and outcomes across the different national jurisdictional and regulatory structures. The RBDM approach was meant to support a shift in risk decision-making in national blood services organizations from one focused on minimizing all risks to blood quality and supply, with little concern for costs, to a risk-based approach in which resources are allocated according to risk and the application of financial resources and management rigour is proportional to the risk they are addressing.

To support more consistent and quantitative assessments of new micro-organisms under the Canadian Environmental Protection Act, Health Canada's New Substances Program (NSP) sought to refine the tools and processes within its Microbial Risk Assessment Framework (MRAF). The NSP had previously collaborated with RSI to review and modernize the MRAF and develop a supporting computational tool. However, further work was required to validate the tool and ensure it aligned with current program needs and regulatory expectations.

Following the planned closure of the Blood Safety Contribution Program (BSCP), support was needed to help define the structure, elements, and functions of a renewed national recipient hemovigilance system for Canada. The work centred on preparing the transfusion medicine community, federal and provincial/territorial partners, blood operators, and patient representatives to develop recommendations for a future system that could maintain national coordination, support blood and patient safety, and preserve trust in Canada’s blood system.

Under the supervision of Director Purcell and his cabinet, the six-month project began with an internal review of attitudes, projects, responsibilities and management reporting lines. The work uncovered multiple inconsistencies and inefficiencies. What's more, there were very real risk consequences at the operational level.

To support regulatory decision-making, a comprehensive risk assessment was conducted to evaluate how varying lethality performance standards would impact the public health burden of salmonellosis associated with Ready-to-Eat (RTE) meat and poultry products. The primary objective was to quantify the expected number of cases of illness under different reductions in Salmonella presence across a broad spectrum of RTE product categories.

To support the Chemicals Management Plan under the Canadian Environmental Protection Act (CEPA), Health Canada sought expert peer consultation for a draft screening assessment report (DSAR) evaluating 47 inorganic substances identified as priorities. The client required independent scientific and technical expertise to assess whether the report’s conclusions—particularly regarding health effects, exposure pathways, and risk characterizations—were sound, complete, and defensible.

The project began with a series of consultations with UN-Habitat at UNON in Nairobi. In addition to Cemil Alyanak and Nicholas you, the project grew to include many key stakeholders both within UN-Habitat and from other organizations. Among the key organizations included in the early stages were United Cities and Local Governments, Cities Alliance, the World Bank, Habitat for Humanity, Cisco, and UN agencies interested in urban health, notably the World Health Organization.

To support more effective health policy and pandemic preparedness, this project examined how environmental health factors intersect with chronic disease and influence pandemic resilience. The client sought evidence to clarify how exposures to contaminants in air, water, and soil contribute to the environmental burden of disease in Canada and exacerbate vulnerability to infectious disease outcomes, including COVID-19.
